I am receiving a status error of 13 (SipBandwidthError) while running the VB.NET SimpleMakeCall sample. What causes this?

When you receive errors, look up the error in the Software Developer's Reference. Here is the text from the error you state:

Your application attempted to create an instance of the telephony engine using the StartSipTelephony API procedure. You specified an invalid sample rate value for the AudioRecordBandWidth and/or the AudioPlaybackBandWidth members of the START_SIP_TELEPHONY_PARAMS structure.
